Officials, contact, governance, geography, population, reserves: the portal overwrites these in place, so the weekly scans are the only historical record anywhere. Coverage is complete by construction; the health question is freshness and churn.

Everything the register watches at dataset grain, grouped by publisher. "Not included" rows are
described so the decision is visible — they are deliberately outside the model. The two CHSP housing-profile tables
were dropped from the universe entirely (no reserve coverage exists); their observation history is retained.
